X peem altogether consistent with telegram No. 494, e should I think be clear that 494 supersedes 263.

On the other hand, I believe that the C.-in-C., Hong Kong has just confirmed that foreigners wishing to proceed to Hong Kong should apply to him direct for a military permit. (We asked for confirmation of this in paragraph 3 of War Office letter to C.-in-C., Hong Kong 84933 cipher (C.A.17) 16th November, and I understand that such confirmation has now been received, though I have not yet seen the telegram.) I find it difficult to believe that a foreigner does not require a military permit to enter Hong Kong. Maybe it is impracticable to enforce this require- ment in the case of Chinese coming in from the hinterland. In the circumstances, I have revised the end of the telegram to accord with what seems to me to be the situation.
